CNN —President Vladimir Putin has ordered Russian forces to rehearse deploying tactical nuclear weapons, as part of military drills to respond to what he called “threats” by the West. Since invading Ukraine in 2022, Putin has repeatedly made veiled threats to use tactical nuclear weapons against the West, but Monday marked the first time Russia has publicly announced drills. “During the exercises, a set of measures will be carried out to practice the issues of preparation and use of non-strategic nuclear weapons,” Russia’s defense ministry said. Non-strategic, or “tactical,” nuclear weapons can be used in battlefield situations, carrying less power than strategic nuclear weapons, which have the potential to level entire cities. Putin said Russia would not be the first to test nuclear weapons, but would do so in the event of a US test.

Russia said on Monday that it would hold military exercises with troops based near Ukraine to practice for the possible use of battlefield nuclear weapons, ratcheting up tensions with the West after two European leaders raised the prospect of more direct Western intervention in the war. Such weapons, often referred to as “tactical,” are designed for battlefield use and have smaller warheads than the “strategic” nuclear weapons meant to target cities. Russia’s Defense Ministry said that President Vladimir V. Putin had ordered an exercise for missile, aviation and naval personnel to “increase the readiness of nonstrategic nuclear forces to carry out combat missions.”Russian officials claimed the order was in response to comments from the West about the possibility of more direct Western involvement in the war in Ukraine. And it came at the start of a week of extensive publicity for the Russian leader, with his inauguration scheduled for Tuesday, followed on Thursday by the annual Victory Day celebration, which commemorates the Soviet defeat of Nazi Germany in 1945. The announcement of the exercise was Russia’s most explicit warning in its more than two-year invasion of Ukraine that it could use tactical nuclear weapons there.

The Russians have been using a separate hangar on the base, known as Air Base 101, the sources said, and are not operating in the same space as the Americans. They also raised questions about the future of Air Base 101 and whether it would be ceded to the Russians, CNN previously reported. Reuters first reported that the Russians troops had entered Air Base 101. Russian media reported on April 11 that Russia was sending equipment and 100 military trainers to Niger, though one of the sources said Russian troops were in the country well before April. More than half of the US troops stationed at the French military base in Chad’s capital, N’Djamena, have now left the country and relocated to Germany.

Kyiv, Ukraine CNN —Ukraine’s air defenders say they notched up two significant firsts on Friday morning, taking down a Russian Tu22M3 strategic bomber and hitting two Kh-22 hypersonic cruise missiles in flight. Ukraine’s air force said six Kh-22 missiles were launched overnight from Russian bombers flying over the Black Sea and the nearby Sea of Azov – out of a total of 22 missiles and 14 Shahed drones fired overall. A military source told CNN a Patriot air defense system had been responsible for the two successful Kh-22 interceptions. Russia has fired hundreds of them at Ukrainian targets since the start of the full-scale invasion two years ago, according to air force information – all of which had evaded air defense until now. The intensifying military cooperation between Russia and Niger is central to the dispute between the US and the Nigerien junta, officials said. Russia and Niger agreed to strengthen their military ties in January, Russia’s Defense Ministry said at the time. If the US were forced to withdraw, counterterrorism efforts across the region could take a hit, officials said. In return, Russia is profiting off the region’s natural resources, another official said, including the gold mines in Niger. Several European countries shared this goal, offering a measure of support to the junta, the official noted.

CNN —Russia and Ukraine have exchanged hundreds of prisoners of war, in the first such swap since the deadly crash of a Russian military plane that Moscow claimed was carrying 65 captured Ukrainian soldiers. Wednesday’s exchange was the first since the mysterious crash of a Russian IL-76 plane on January 24 in Russia’s Belgorod region, which neighbors eastern Ukraine. But Ukraine’s intelligence chief Kyrylo Budanov said there was still no reliable information as to who might have been on board the downed Russian plane. Speaking after Wednesday’s prisoner exchange, Russian President Vladimir Putin claimed the IL-76 plane had been downed by a US Patriot missile system. Putin stressed that Russia would not halt prisoner exchanges despite the plane crash.

Russia attacked Ukraine with several waves of missiles on Saturday morning, the Ukrainian and Russian militaries said, putting the entire country under an air-raid alert and sending people rushing for shelter as bangs were heard in several cities. They were directed at cities including Kyiv, the capital, and Lviv, near the border with Poland. It followed Russia’s recent strategy for large-scale air assaults: waves of different types of aerial weapons launched almost simultaneously from multiple locations and aimed at various targets, with the goal of overwhelming Ukrainian air defenses. The Ukrainian Air Force said that it had shot down eight missiles — a low interception rate compared with previous assaults — but that more than 20 other missiles and drones had missed their targets because of electronic jamming. Russia’s Defense Ministry said in a statement that its missiles had hit “Ukrainian military-industrial complex facilities” that produce shells, gunpowder and drones.

CNN —Russian President Vladimir Putin has ordered the country’s military to increase its number of troops by 170,000, as Moscow’s war in Ukraine enters its 22nd month. The increase would take the overall number of Russian military personnel to more than 2.2 million, including 1.32 million troops, according to the decree published by the Kremlin Friday. In August 2022, Putin ordered an increase of 137,000 troops by January 1, 2023, which put the military’s staffing at just over 2 million personnel, including 1.15 million troops. In September 2022, Russian Defense Minister Sergei Shoigu said 5,937 troops had been killed in the war. Putin’s latest decree comes as Russia’s war in Ukraine is set to enter its second winter, with both sides suffering heavy losses without making significant gains on the battlefield.

Ukraine’s military claimed on Monday that it had killed the commander of Russia’s Black Sea Fleet in a strike on Crimea — a blow that, if confirmed, would be among the most damaging suffered by the Russian Navy since the sinking of the fleet’s flagship last year. Citing “new information about the losses of the enemy as a result of the special operation,” Ukraine’s special operations forces said in a statement that the strike on Friday killed 34 officers, including the fleet commander, and wounded 105 others. It did not name the naval leader, but the commander of the Black Sea Fleet is Adm. Viktor Sokolov, one of the most senior officers in Russia’s Navy. The attack came during a meeting of Russian commanders, Ukraine’s military said, and badly damaged a headquarters of the Russian fleet in Sevastopol, Crimea. The chief of Ukrainian military intelligence, Kyrylo Budanov, also told Voice of America on Saturday that the strike had badly wounded two senior Russian generals — Col. Gen. The Russian-installed authorities in occupied Crimea said Ukrainian forces targeted the peninsula with another air attack on Saturday, the second in two days as Kyiv increasingly takes aim at the region in an effort to disrupt Moscow’s military operations. The local authorities issued several warnings about possible air assaults on Saturday morning, urging residents to stay calm and seek shelter. Saturday’s attack, which was not immediately confirmed by Ukraine’s military, came a day after Ukrainian forces launched a missile strike that damaged the Black Sea Fleet’s headquarters. Russia’s Defense Ministry said that a serviceman was missing after that attack. In recent weeks, Ukraine has sharply accelerated the pace of strikes on the peninsula, hitting air-defense systems, a submarine and a command post.

Covert strikes by Ukraine in Sudan would mark a dramatic and provocative expansion of Kyiv’s theater of war against Moscow. Aside from a string of Ukrainian drone attacks that hit deep inside Russian territory, Ukraine’s ongoing counter-offensive has been focused on the country’s occupied east and south.
